| Biography |
|
I am Koos van den Hout, 30 years old, I work at the New Amsterdam IT
groep developing web site management software. My previous job was at
the Hogeschool van Utrecht where I worked with Internet since 1994 and I
got interested in the technicalities and policies behind DNS as part of
setting up DNS. I got involved in The Internet Namespace Cooperative
which offers an alternative root name service with extra generic top
level domains.

for background information about the Icann election only, I am not seeking
a new job.

| My ideas of where Icann should go and how Icann should operate which
I will pursue when I am elected |

Icann should pursue the continuing (technical) availability of the
Internet and its domain names. This should be more important to Icann
then commercial interests.

Icann should fully separate the technical and administrative management
of the DNS root from the management of generic top level domains.

Icann should operate datached from the US government. The Internet and
Icann should be fully international and not depending on any government.

Icann should define clear procedures for expired domains. While a
domain is in use and payed for, it should be completely controlled by
the registrant. After it has expired it should become available for
registration again. This availability should be equal for any possible
user of that domain. Reasonable periods should be set for expiry and
enforced for all registrars.

Whois information SHOULD give at least a name of registering person
and/or company and city, country and it MAY give more contact
information such as street address and phone number.

Icann should deploy new generic top-level domains that offer a
differentiation from the current generic top-level domains (gtlds),
so duplicating .com, .net and .org to the new gtlds is avoided and new
gtlds can really lighten the load on those generic top level domains.

- Why I am doing this
Recently I have felt a lot of disapproval for how the current top level
domains are managed, how a certain registrar has a near monopoly and tries
to make as much money out of that as possible. I see the Icann board as the
only place to change things. Maybe change things back a bit from purely
commercially-driven to more technically-driven.
- Interests that could conflict with Icann
The only possibly conflicting interest is my being a volunteer for The
Internet Namespace Cooperative, which offers the technical facilities
for an alternative root with all the Internic domains and a set of added
generic top level domains.

I have nominated myself on the Icann site and the nomination has been accepted.
The number of votes for me is to low at the moment to be accepted.
